I see budget as a big hurdle too. Understanding the "why" of SEO for their business is also a very good point!
Proximity, Prominence, Relevance, authority, and activity as Brian Kato said - all of those are huge and can move the needle. I agree with Charles Briggs that you should look at structured data markup like Bill Slawski advises - he's the man!
